Insurance - Part of the solution or part of the problem?

Is this an industry issue, or a governmental one? I assume industry, so all we need to do is to convince one agency to allow defense only insurance and then watch all the instructors who agree switch over to them Maybe UTD, as the "new kid" on the block would be interested in something like this

Andrew seems like a pretty savvy guy, has the details and knowledge to back up his positions, and is well respected in the community. I would be interested to hear his opinion on the subject.

Andrew Georgitsis is who I assume he means - founder of Unified Team Diving. Newest agency I am familiar with.
