One of the main reasons for it was (and still is) is simply logistics.   O2 comes in K bottles filles to ~2200 psi.   Its much more difficult to get 2000 psi fill of O2 even with a cascade of bottles.
 
With 80% one can fill what they can and then top a bit with air to get the pressure higher.
 
 
The arguments for 100% over 80% have been long rehashed though.  Much more effecient to just read through some past threads on Deco Stop if one is interested.]]></description>
